- An incubator is a support structure for the creation of start-up companies geared towards innovation with a scalable business model in which its priority is to grow quickly and smoothly.

The role of an incubator for project leaders
- Help project leaders formalize their ideas and validate project feasibility,
- Offer project leaders support in terms of training, advice and financing, and house them until their companies are created,
- Facilitate networking with local experts and partners,
- Organize continuing training related to entrepreneurship,
- • Support entrepreneurs by providing them with the know-how they need to draw up a business model and business plan, manage all legal and intellectual property aspects, and raise funds,
- • Provide workspace for entrepreneurs, including offices, meeting rooms, conference rooms, Fablab, office equipment such as PCs, printers, photocopiers, small tools and consumables.
Why university incubators were created
University incubators were created to direct research (Final Year Graduation Projects, Master and doctoral theses, research projects) towards Algeria's socio-economic development needs, and therefore possess two aspects:

Organization and operation
Organization of the ENPC incubator
According to article 3 of the above-mentioned inter-ministerial decree précédemment, lthe incubator comprises two (2) sections
- The management engineering section, and
- The scientific equipment safety and maintenance section.
The management engineering section is specifically responsible for :
- • Welcoming and supporting innovative research-related projects,
- • Helping project leaders formalize their ideas,
- • Selecting and validating long-term project ideas,
- • Offer training, consulting, financing and office and housing support to project leaders until the company is created, and
- • Monitor the development of companies created by the incubator.
The Scientific Equipment Maintenance and Safety Section is responsible for :
- • Maintaining the scientific equipment made available to the incubator,
- • Ensuring the security scientific equipment of and health and safety on site.
The incubator's organizational structure
The incubator comprises a coordinating council and an organization and training unit.
The incubator's coordinating council is made up of:
- • School Director, Professor Djamal Hamana,
- • Incubator Manager, Dr Fares Rabahi,
- • Scientific personality, Professor Bouzid Djalal, and
- • A representative of the social-economic sector, Mr Haj Khalouf Ahmed, project manager at Sonatrach in Skikda.
The organization and training unit is made up of :
- • Incubator Manager,
- • Faculty
- • A representative of the social-economic partner, and
- • A representative of the national agency for the evaluation of research and technological development results (ANVREDET).
Incubator space at the Ecole Nationale Polytechnique de Constantine
The incubator at the Ecole Nationale Polytechnique de Constantine coordinates with the teaching and scientific research laboratories, as well as the technology platform affiliated to the school, and also boasts a number of facilities and equipment, including :
- • A fully-equipped, air-conditioned conference room with all the necessary equipment
- • An office dedicated to project leaders, equipped with desks and computers with high-speed Internet access
- • Offices for start-ups
- • Laboratory and workshop
- • Private offices for the incubator manager and members of the organization and training team
- • A relaxation area for members to take coffee breaks
- • FABLAB prototyping lab with 6 3D printers and a laser cutting machine
- • A meeting room
